I think having the grfs around here properly licensed is a good thing, so I really applaud the effort to license the Coop pack under one license!
Let me first answer the three questions and then inform you about the license status on the individual sets.

1) CC BY-NC-ND is fine by me for all sets I licensed, please see the list below.

2) I'm all in favour of an easy way to obtain grf files for multiplayer and things like that. Automatic download of all required grf files would be a great addition to the game! So such a development fine by me for all sets I licensed, please see the list below.

3) I mainly release new things under CC BY-NC-SA, if agreed by co-authors. Some of the older sets I created will be relicensed under CC BY-NC-SA as soon as I release a new version. If you like to see the current versions relicensed under BY-NC-SA, I'm sure we can work something out.


Now about the grfs:

    * MX-3000 is not to be licensed by me, but by DJ Nekkid. He drew the train, I just got him started on coding for which I don't need to be credited. Contact him for license agreement, I can't give you permission to include it in the pack.
    * Dutch Tram Set: I just checked, and the readme states that it's licensed under the Creative Commons Attribution-Noncommercial-Share Alike 3.0 Netherlands license. I hereby give you permission to relicense the Dutch Tram Set under CC BY-NC-ND for inclusion with the OpenTTDCoop GRF Pack and inclusion with the OpenTTDCoop GRF Pack only.
    * Modern Tram Set is not to be licensed by me, but karlneil. He drew the vehicles, I just got him started on coding for which I don't need to be credited. Contact him for license agreement, I can't give you permission to include it in the pack.
    * New Tram Tracks is licensed under a custom license. I hereby give you permission to relicense the New Tram Tracks under CC BY-NC-ND for inclusion with the OpenTTDCoop GRF Pack and inclusion with the OpenTTDCoop GRF Pack only.
    * Transrapid Track Set is licensed under the Creative Commons Attribution-Noncommercial-Share Alike 3.0 Netherlands license. I hereby give you permission to relicense the Transrapid Track Set under CC BY-NC-ND for inclusion with the OpenTTDCoop GRF Pack and inclusion with the OpenTTDCoop GRF Pack only.
